Not exactly correct. There are codes contained in the football and on a "plastic biscuit" containing codes. The football is a communication device but the codes must be match in order to issue launching.

 

The president does not just memorize them and they are changed periodically and matched inside the football.

 

In Trump first presidency he rarely  held daiky security briefing and the joint chiefs of staff issued orders to the pentagon to ignore any instruction by Trump to utilize nuclear  capability witout first going to them for clarity.
